Wenger is showing a great deal of support here. Putting forward the view that Khaldoon is an honest man means anyone who supports the charges is by virtue suggesting he's dishonest. That sounds quite obvious but it's powerful nonetheless and I believe Wenger knows exactly what he's doing with his comment.
 
Very surprising since, iirc, the ‘financial doping’ phrase in relation to us, originated with him.
Maybe he's realising now that City aren't the enemy anymore and all City did was behave like any business with an ambitious growth plan would do. Investing in talent, infrastructure and the brand. Perhaps he's put his emotions and ego to one side now and smelt the coffee.

The big wigs at the Premier League are trying to accuse Khaldoon of that. Himself, other directors of the club have allegedly knowingly deceived our auditors, sponsors and partners such as Silverlake in compiling incorrect accounts. That’s the hurdle the Premier League have to jump over.
