Whenever I see John Cross on Sky he rarely says a bad word about us and I read a lot of his stuff in The Mirror, so I can`t see him making BS like this up.
I`m not suggesting its true but who knows ?

If Rice's mind was made up, why would City bid for him? This question has been asked before.
City wouldn't have put a 1st bid in if they knew, which they would have done, that Rice wants to join Arsenal.
