So much so that they want to appeal a decision based on the fact they appointed this panel and therefore had no right to look at whether it was legal or unfair or anything else other than whether it contravened the PL law of that time.

Hubris to the end.

This is what he should do. It would however require a modicum of class that was sadly lacking in the Premier League's response (presumably issued at his instruction) to the APT case.
Imagine the tone of the conversation around the APT result if, instead of bullish nonsense, the PL had begun its statement by saying something like "we thank MCFC for bringing this matter to our attention and regret etc...." and finished on something like, "we hope that these irregularities can be resolved, in a spirit of co-operation, with the minimum of fuss/ ASAP...".
City's triumphant press release could legitimately have been made to look petty and boastful by comparison.
In other words, the PL would have had greatr control of the narrative even though they clearly fucked up and lost the case.
Thankfully, Masters has neither the brains nor the class.
EDIT: Probably, the PL went balls-out on the advice of their legal team. Whether that's to impress the Tribunal who are still deliberating matters (doubtful, I imagine but I'm no lawyer) or with one eye on appealing the judgment, is anyone's guess. Undoubtedly, they didn't release the statement with reconciliation - and therefore, the good of the game - in mind.

I’ve noticed today there’s been another sudden surge in 115 news. What Pep will do if and when City are charged. And United think Omar is safe regardless if City get charged.

So where’s the source of all of this today, just out of the blue?

I always remember the fount of all knowledge that is Kaveh Solekhol discussing the UEFA charges against City when City had cast doubt on Leterme's credibility and he said in a shocked and incredulous voice "Leterme is a former prime minister of Belgium. Are Manchester City accusing him of lying?" That's exactly what they were doing dickhead and they were absolutely right.
