He wasn't sold because he wasnt effective. He was sold because we refused to let him go out on loan. Foden would have been as well if he at any moment pushed for a loan when it was clear that he could have started more regularily for any other team. Luckily he didn't. Palmer did. And Man City lost in that scenario. Not Palmer. Not Chelsea. Not a win-win scenario because our already performing aging players managed to win another title despite selling a young squad player. We lost that and will be reminded of it for the next 15 years because he is absolutely mustard.
And currently we have young players on the bench while our senior players stink the place out. Think we will learn?

Which should have nothing to do with actually identifying what we have with Palmer when he instantly became a world-beater as soon as we sold him. Lets ignore that he scored goals both in the community shield and the super cup final in the limited minutes he got before he were sold that season.
