The cup is (or should be) a knockout cup between member clubs. They would be taking the place of a member club in qualifying for Europe so why would the Welsh clubs vote for it?

And yes City and the German stadiums have safe standing, but they have (as does Shrewsbury) rail seating - the rule requires the stadium to be all seated, not that all fans have to be seated and rail seating satisfies the regulationBunch of arse. The FAW support the idea as there is more chance of Cardiff, Swansea or Wrexham increasing the Welsh coefficient than TNS, Bala or Cefn Druids.
And they could use their own grounds rather than scrabbling around for a suitable venue. TNS have been the best team in the Welsh League for about 20 years yet are playing European games at Shrewsbury's ground. - Not sure if this is because they've reached the mini-league stage as I saw Newtown in Europe about ten years ago and their ground was worse than TNS's.
Not sure about the all-seater rule but it could apply in the mini-league stage.
