So City can appeal the decision. I am struggling to see how the PL could appeal a liability decision, though. The panel hasn't dismissed the complaint, they won't have decided on a sanction and there is no interim applications involved.
Maybe this is an indication no appeals will be allowed until after a sanction hearing, if one is needed? It's hard to imagine an appeal panel being created to reconsider liability, after which this panel is reconstituted to consider sanctions / costs.

Didn't UEFA consider Fordham to be against the "spirit of the rules" rather than breaking them, if I remember correctly a lot of (all?) clubs were trying similar workarounds.It was certainly designed to get revenue in, but we don't know the details at all, do we?
I rather think the question is how Fordham was reimbursed for their losses and whether those reimbursements should have been / were included in the club's expenses? If you can put my mind to rest on that issue, then I would be more confident.
(Yes, I know it's only around 12 million a year, but over the five years, was it?, that's 60 million. Not enough to affect the true and fair view of the accounts as a serious issue, but enough to be embarrassing to the club if the expenses were found to be "hidden").

It's funny when I first started in here it was all Sam Lee was the one to listen too wait and see what Sam is saying. I think a lot of it stems from around the Uefa ban where he was predicting doomsday scenario for clickbait. There's no way that we did as requested by UEFA and shut it down but then tried to hide any payments related to it. To be honest that question comes across as paranoid schizophrenia at best.
