It’s amazing how many people (fans and media) are guessing ever since the PL brought in the 115 charges.
If the PL started a sole website on this topic, they would have earned back the legal costs so far.

On a serious note, this whole 115 charges has long turned in to comedy capers. Best league of the world making a joke about themselves. And I’m not talking about the standards of referees and VARs.

And it was all about revenue

Everyone knows the story how masters ended up in charge, and why these charges were pushed through. The resignations and dismissals of senior management of 3 of those clubs, clearly shows owners aren’t happy with what could eventually happen if these charges end up fruitless. And I’m sure most of us live in hope, that when found not guilty City go after the accusers
