A panel didn't determine if Chelsea were guilty, they admitted the breaches, but a panel was appointed to ratify the charges and to formalise the agreed punishment. Same as if you admit to breaking into a house to the police, you still have to go in front of a judge

Our owner has injected a lot of money into the club. Sheikh Mansour has paid for all the major capital expenditure, on the CFA and the North & South Stand extensions. He bankrolled us via cash injection in the early years.

But that's been done perfectly legally and above board, via equity investment.
