The state pensions need reforming so that it is (a) valuable and (b) affordable. That cannot be achieved without radical change. If implemented over a 40 year period then people have time to adjust. We can increase the amount young people and their employers are obliged to put into their private pensions, and offset any hardship with reduced NI contributions and tax breaks. This would have to be funded through general taxation but over a 40 year period it would be affordable.
The end state would be that the state pension was means tested and only provided like income support to those in most need.
