I'm referring to FIFA's ethics judge Hans-Joachim Eckert's report into the 2018 bid process.

He claimed that the English bid "had damaged the integrity of the bidding process and FIFA's reputation".

He specifically cited the FA's attempts to win Jack Warner's support.

The FA knew how the process worked and played by the unwritten rules (winning delegates over by "dubious" methods) but were cheapskates and bad losers.

A comparison would be Dave "the leg" Whelan criticising City for overspending, purely because he couldn't compete on the same scale, having done exactly the same to propel Wigan up the leagues (temporarily ha,ha).

Top FIFA deputy Jerome Valcke behind $10 million in payments - report

U.S. authorities say FIFA secretary general Jerome Valcke allegedly made $10 million in payments at the centre of the scandal sweeping through world football's governing body, according to the New York Times.

Valcke, who denied culpability to the Times and has not been charged, is FIFA's highest non-elected official and would be the top figure yet targeted in an investigation that has already seen two sitting vice presidents and a dozen others connected to the game indicted on federal charges including bribery, racketeering and money laundering.

In announcing the indictments, prosecutors mentioned an unidentified "high-ranking FIFA official" who "caused" $10 million to be transferred from FIFA to former vice president Jack Warner in 2008. Law enforcement officials told the New York Times they believe that official to be Valcke.

FIFA spokesperson spokeswoman Delia Fischer told the Times that the chairman of the finance committee at the time, the late Julio Grondona, authorised Warner's payment, but that the payment was "executed in accordance with the Organisation Regulations," which Valcke follows as part of his duties in charge of FIFA's finances.

The indictment said the payments to Warner were in exchange for votes for South Africa to host the 2010 World Cup. But when South Africa's football federation were unable to pay the bribe, FIFA delivered the amount to Warner instead. South African officials have denied these claims.

When asked last week whether he was the unidentified official behind Warner's payment, newly re-elected FIFA pres Sepp Blatter said: "Definitely that is not me. I have no $10 million."

Valcke is a long-time ally of Blatter's, and the pair celebrated together after the Swiss won re-election at the FIFA Congress on Friday.

In 2006, Valcke was fired as FIFA's marketing director after an American judge ruled that he lied in negotiations with credit card companies on a sponsorship deal. But after FIFA settled with MasterCard, Blatter appointed Valcke as secretary general.

Earlier on Monday, Valcke cancelled his planned trip to represent FIFA at the Women's World Cup in Canada, which begins this weekend.

"It is important that he attend to matters at FIFA's headquarters in Zurich," Fischer said.

Eckert didn't write a report. He inaccurately summarised the Garcia report and appeared to cherry pick a few minor issues with the England and Australia bids whilst appearing to play down major problems with several of the other bids. Of course, this is all conjecture as FIFA won't release the original report.
 
So first the $10M bribe from South Africa never happened, then it did and proof was forwarded indicating Blatters right hand man was involved and then FIFA finally admit it happened but it was a dead man that did it pmsl.

The noose is well and truly being tightened.

Seems to be that the Uploader has made it not available in my country (England) for whatever reason but has allowed it to be viewed in India seemingly.

Incidentally no probs viewing the earlier FIFA one that Oliver did.

England's bid almost certainly was "less corrupt" in terms of direct payments than Russia's hence the fact that they won.
We certainly had the best technical report and overly relied upon that to win the bid.

We were still corrupt though as were, I image, all the bids for 2018 and 2022 including the ones from the USA and Australia.

FIFA needs reforming, no doubts about that but if you get in bed with the devil you play by his rules.
We knew upfront what was required to win but still bid.

What happens after that is the question! UEFA, and by extension, Platini, will try to/ be expected to lead the rebel 'World Football League' and between Platini and Blatter, I'd rather have Blatter.

You seem to be basing your supposition that our bid was corrupt on Eckert's summary of Garcia's report, which according to Garcia had major inaccuracies. Given that the author of the report disputes the summary, how can you come to the conclusion that our bid was corrupt?
 
Anyone that thinks that the fA's bid for 2018 wasn't bent needs their head testing. England didn't play the game as well as Russia. Remember the Trinidad friendly which disappeared when it was announced? Hence were not going balls out for FIFA as certain "ambassadors" maybe implicated.
