Its interesting that the club statement refers to some clubs insisting on certain security arrangements. I assume one is PSG, not sure which the others are, and how many?
I think the timeline for this has been something like:
1) PSG and French police insisted on Chelsea introducing the system, mainly because of the terrorist situation, partly because of the bad behaviour of some Chelsea fans the previous season.
2) When this system was judged by PSG and French police to have been a success for the Chelsea game, they then insisted that City also abide by it.
3) City introduced the system, possibly seeing it as a one off for the PSG game, possibly seeing it as a trial.
Unfortunately the PSG game well and truly blew the lid off the scale of the selling on of away tickets. This caused two problems for City. Firstly it completely undermined the loyalty points system, especially Platinum and the cup schemes. Secondly it put City clearly in breach of UEFA's rule that the club is in possession the names and addresses of ticket holders. And who wants to give UEFA another stick with which to beat us? Everything since then has been the chaotic administration of an ill thought out system.
