Forest were not in the PL when these rules were introduced but having spent nearly 30 years getting back into it they are to be slammed for breaking them. I think it's time all clubs opposed to the rules actually got together and DID something about it, whether that is by legal action, petitioning the government or/and the independent regulator or whatever other means are available. A good start might be to labour the point that Manchester United's P&S is not threatened by a debt of almost £1 billion but Forest's is by their failure to sell Johnson quickly enough (to one of the prime advocates of the rules!) and Everton HAVE to be docked points because they're profitable and sustainable enough just to be able to pay a fine!
