With all seater stadiums everyone is mixed in hence the lack of atmosphere and the other problems that creates. Failing safe standing then one stand needs to be designated a singing stand and the miserable silent sods moved elsewhere. It may be a bit tough but that will be the only solution if you want a better atmosphere.
The old PROPER standing terraces like the old Kippax where you could roll up , pay on the turnstile , stand where you like with your mates and other lads you saw every week at the match (and knew would be like you were) and not be monitored by CCTV will never return I'm afraid. Neither will prices be as low as they were back then.
It's funny but back then it was as if everyone in the Kippax knew each other or at least OF each other. We knew the schools we went to, pubs we drank in......went to aways together on coaches or rammed into transit vans (no seats) Rammed trains full of lads. All going mad.
That's gone forever.
This is the only alternative for those lads and lasses who wish to stand at the game and not bother those who wish to sit.
Mind you when/if it does happen you'll have to moan about something else. :)
