Out of interest what are you basing that statement on?

What is done during the match (when it matters) to improve atmosphere, other than starting songs and hoping that others join in...what happens when they don't?
What are their short/medium/long term aims and how are other made aware of these?

As I said, that is my view as a complete outsider and could be completely wrong.

I can address some of those points
There is a leader. This person also is the point of contact with the media who he knows well.
There is a second in command and that person is single point of contact with the club and there are designated points of contact at the club to speak to.
There is regular dialogue with the club and has been for 18 months. This includes both email communication and face to face meetings.
There is a distinct committee structure set up. Each committee member has a key role and responsibility.
Method of donating money is via Paypal - this is publicised regularly via social media.
Merchandise sales are also pushed through social media
The Social media has a reach of over 4000 people on Facebook and over 6000 on twitter.
Membership was opened at the end of last season accepting members over the summer- these members are contacted directly via email, Membership will be done this way every summer.

I go to a few games during the year and the singers and hardcore supporters seem to be spread out all over the groud with the larger pockets based in the south stand.. makes perfect sense to put em all together to create one big blue singing monster. Also, put away support in the top tier (not lower tiers) AWAY from our singing section.. again common sense i think but i dont think the people in the board room see this problem?!

Good luck with these endeavors 1894 group! Although i completely agree with 117 M34 in his points. inb4 the club trashes the idea with some health and safety nonsense.

But seriously, hope they listen and more is done. I've said for a while, there is only so much 1894 can do without the club becoming more involved. There are many strategies they could use to improve the atmosphere, but the best is a well planned singing section. Write to the most common away dayers offering relocation and a permanent away day atmosphere, then target others + younger fans who want to be liberated from the gloomy areas, where sometimes the only noise is "GET DZEKO OFF!".

Well, it implies that there has been some but not as much as you would have liked, which is fair enough. However, I would argue that the successes have been one off games and not over a sustained period.
The statement says what you as a group would like from the club. What are you going to do if the club says no to all of them requests? The wording of the statement sounds like you will just pack it all in - I don't know if that is how it is meant to sound and if it is, if you would or if it is an empty warning to the club.
Personally, I think you need to focus on what you are going to do rather than the club. I think they will get involved more seriously when they see results from what you do.

How do palace do it? How do the foreign clubs do it? Compared to them, 1894 is a much smaller scale.

Very good point, they have a singing section / home fans end where all singers stand together

That's what we need and that's what the statement asks.. reconfiguration of the singing sections
