The basic lesson of economic is not getting mugged that easily. What do you think the purpose of negotiation actually is? Getting the thing you are after, for as cheap as possible. Does that mean the club should just cave in, on the offers others are willing to do? No, there are clubs who are selling their not wanted players for a good amount of money. Let alone their star players. And that's up to the employees those clubs has signed to that job. If it was that easily, all the technical directors would all be rated the same. The only price you can get for a player is one that the other party is willing to pay, basic economics.
We tend not to sell players who we want to keep, historically we have only been offloading players through our growth cycle (so we have overpaid to get them in because we were growing, then the club progressed and they were no longer at the level we want, result - we have to sell them cheap due to the wages). Looks bad but it is part of investing to get growth.
Alongside that, we have the luxury and the status as a club to give back loyalty to players who have been loyal to us (Kompany, Silva, Aguero etc) by not tying them up and allowing them to find the move they want and not just the one which nets us the biggest transfer fee.
We see examples of stupid fees from Chelsea, Liverpool etc. However those fees can only be paid if someone wants to pay it. Made me laugh the other day on a forum where the Jesus thread was "he's shit and not good enough" which then went on to Juventus should pay £80m for him if they want him - bizarre.

You're wrong again. The value of an player is not defined by the willingness of a buyer. It's called "pricing" and only the seller decides the amount of money he or she is willing to let their asset go. Negotiating literally means the "discussion" to reach an agreement.Its called a "market" - each thing has a "value". That value is defined by a buyer being willing to pay that "value" and a seller willing to sell at that "value" more commonly known as a price, both parties will normally have a range they are willing to work on.
Negotiation as you rightly say is a thing which is used to move the price up and work within the range both parties work to. Buyers are not normally willing to pay above their set range, the "skill" as you put it is to get to the top of their range.
However you seem to think the skill should be to get above their set range - why do you think someone would pay more than they are willing to pay? Where did I say the club should "cave in"?
The reason clubs are selling their not wanted players for a good price is because there are other clubs wanting to pay that price. See "market" above. If there are not clubs willing to pay for that "price" then you will not be able to sell for that "price".
Those are the boundaries that employees are working to, not sure where you think a "mugging" has happened.
