Yup, and they will collect a lot of money because of that. Sorry I havent read the room here but this very much seems like a money making scheme and they know it. I wonder how much revenue they're targetting.But most drivers only go so much over the speed limit. If it's 40mph they will drive at 50mph, if it's 30 mph they will drive at 40mph etc. So reducing the limit to 20mph will reduce speeds, even if they are still over the limit and that will result in fewer accidents, injuries and deaths. It may also reduce travel times in large conurbations, strangely enough.

If you aren't pissed you've got nothing to worry about.Went to Llandudno for a run out today. My car has a legal speed indicator on the dashboard which was going crazy jumping from 50, 30, and 20 intermittently. Many were doing 20 on roads which were still 30 as the rule is assume 20 if in doubt. It’s a bit like driving behind someone who is not sure where they’re going when they are driving slower than they otherwise could do.. The craziest thing was driving off a 20mph road on to the retail car park where the speed limit suddenly jumped back up to 30, It will definitely lead to an increase in drink driving stoppages. There will be something a bit un nerving driving at 20 mph late in the evening when the only other vehicle on the road is a police car behind you. By nature it will look as though your pissed.
