Little bit strong statement to make but not far from the truth.
Never say never but imagine a situation if Mancini would be fired and a team with strong squad aiming to win the CL. Would they signed Mancini?
Would Juve/Bayern/Real/Barca sign Mancini to make them a CL winner? Not really.
Inter went for Mourinho. Real went for Mourinho. Bayern went for Heynckes. (He won with Real in 98)
He is doing a good job at City made the basics of the team won the league as well, now the fans/owners want more and more success.
CL is good because you can compensate weaker domestic season. Look at Chelsea they were horrible in the league but closed a fantasic season in the end.
For City being second and it probably would mean finishing behind United is very close to horrible these days. And compensating with with an early CL fiasco is not someting you want to do as a manager. Especially not with an as ambitious owner like Mansour.
He has to see the plan, the developement. As there wont be any more transfer dealings like we sign 3-4 players in one window real class players in the starting line up the squad is pretty ready actually. From now on we change good players for maybe better ones (NDJ-Garcia) sometimes it pays off sometimes it isnt.

What does he need not to win it but at least to qualify from the group. It is not Madrid-Bayern-Barcelona-City group.
If it would be a group like this excuses like we need 3-4 world class players would be acceptable maybe.
