No punishment is a deterrent for any criminal as no criminal expects to get caught, otherwise they wouldn't commit a crime in the first place (unless they were unballanced) that is common sense, as such punishment for crimes should be civilised but also strict enough to reflect the crime.

And as I said punishment should fit the crime humanely, a murderer wouldn't be released if I had my way, they wouldn't be executed though just jailed for life
