Wenger knows he's leaving and all he's doing is holding out for more money and hopefully a club that isn't in the premier league.

It's Arsenal who face a guillotine come 1st September where if they don't sell him, he'll sign a pre-contract agreement with a European club and agree a deal weeks later. That is going to kill them if he is still the centre-piece of their team. If they want to go down that route, then that's their decision.

Have to have played something like less than 10% of the games they were available for and have to inform the club they are at an appropriate amount of time before the end of the season.

I think those are the rules. So doesn't apply to Sanchez.
 
But the perception is it's as admin cock up...they just forget to offer the player terms. I think it happens because Arsenal are not competing for the league title and haven't been for a long time.

Dropping out of the top four has left them donald ducked, the first thing Sanchez said about wanting to leave is his desire to win the CL, well Alexis it certainly isn't going to happen this season pulling on an Arsenal shirt is it.

No, Neymar is about to activate his buyout clause. A completely different thing, and something that happens dozens of times a year.

For a start, Neymar only signed his contract last year, so he's 2 years away from being able to use the Webster ruling, but if he could, it would be a tiny fraction of the €222m + tax he is going to pay, probably about half.
