Strictly speaking, yes of course, but most people turn a blind eye, although if you were blind, or in a largish mobility scooter, you might not be best pleased.
 
I don't think it is illegal if they are not obstructing the pavement completely.

There are moves to make it an offence, quite rightly as well.

It's also worrying how many of them are facing the wrong way.This is an offence at night.

So the answer is no offence on the pavement but an offence if facing oncoming traffic at night.
 
loads of room for people on the pavement and more room for road users... whats the problem ?
