He did hit Kev’s standing leg before Kev kicked through.Imo that is not a penalty or at least shouldn't be. A few years ago I was livid because Liverpool got a penalty for something similar (as far as i remember).
Imo the rule should be that if you get between the ball and a player and they kick you then it's a foul against them. As long as Party didnt (without doubt) kick or stand on DeBruyne's right foot then he should be given the benefit of the doubt.
Just my opinion.
