Sometimes. I live and work in London and have had reports from people down here who had trouble in Manchester because of their accents etc. They couldn't even ask someone directions or order a drink in a Pub without getting a comment. The Lads in my local laugh about it and say "would people up in Manchester stand and chat to us like we'd talk to you?" I struggle to find an answer sometimes.
Manchester is also the only City I've ever been racially abused in for being white. Never happened in London.
