Why ? The basis of the story is that they have wild life reserves ( where people can easily go to) in suburban areas. They are doing a huge amount to protect wildlife and yet cats, who are the biggest killers, are allowed to wandering freely.

Now - that outs him as a totally uncaring **** or he has faked his test results - I expect him to be deported on Monday

But all cats that are allowed out on their own kill birds and animals.
All the law is trying to do is protect wild animals. What is the point in spending millions of dollars to preserve and protect nature reserves if all the good work is undone by cats.
