Hamburg have told Liverpool and Wigan they can have Holland winger Eljero Elia for £12.5million.
The German outfit want to offload the highly-rated 23-year-old, who is also wanted by Wolfsburg, after the player fell out with manager Armin Veh.
Hamburg, however, are reluctant to allow the player to leave on loan, insisting they will consider permanent offers only having turned down a short-term bid from Wigan.
We do not loan players out, this is a simple conclusion,' said Hamburg sporting director Bastian Reinhardt.
'Also, as the current employer of Elia, we require at least fifteen million euros (£12.5m) from potential buyers.'
The news will alert Wigan boss Roberto Martinez who has identified Elia as a potential replacement for wantaway midfielder Charles N'Zogbia.
Liverpool were keen on Elia before manager Roy Hodgson left the club last week and Reinhardt confirmed the Latics interest earlier this month.
He said: 'There has been an offer from Wigan Athletic, which wanted to hire him for half the season. But will not rush to agree to such things. Apart from that, there have been no offers.'
Wolfsburg are believed to be the frontrunners for Elia, boosted by funds generated from the £27m sale of striker Edin Dzeko to Manchester City.
