Banning smoking in beer gardens

Where are all these thriving pubs? The only pub thriving round here is Wetherspoons. There is fuck all else left. Whether that's the smoking ban or not? Who knows, but the town was in the Guniess Book of Records for number of pubs per head of the town population a couple of decades ago.
Have quite a few thriving pubs near me. Sure it's a lot harder for them but if the beer is good, especially ales, and the food is decent then they are usually doing ok.
 
So does this mean the punters will just hang around the entrance of the pub smoking?

I really don't get what it's trying to stop. How is it even enforceable?
I'm not a smoker myself but this ban just seems weird
