I just about get banning smoking inside pubs as it did stink. But who on earth goes to the pub and believes it will be beneficial for their health? Its not a gym fgs. Its pushing it a bit for anyone to choose, of their own free will, to travel to an establishment that has historically been known to exist purely to provide a service of putting a drug into your system, to then complain 'oh my god, if i stand outside this place it affects my health i must therefore complain'.
The argument you have at that stage is effectively that pubs should only exist for the exact reasons 'you' want them to and not for what they have historically been known to offer. Im an ex smoker but i wouldnt dream of whinging that somebody standing outside having a cigarette should be banned. Smoking currently isnt illegal, until then people should be able to do it as they wish outdoors otherwise we are seriously interfering with their free will. The same free will you (the hypothetical complainer) has when you choose whether to go to the pub or not.
They will make laws to ban booze soon and turn all beer gardens into gyms, you'll be able to buy an unsweetened orange juice from the small bar after you have done a 100 push-ups.
Meanwhile the ciggie industry will be booming and the government will still be chasing the puffing bills for non payment of revenue.
