Yeah it's not hard to imagine they're trying to save face considering such the disaster that it is by going after someone on their radar anyway.I agree. And I'm not into conspiracy stuff at all - just seems odd or very much a bodge job that they arrested the wrong suspect, and the real attacker left all his documents under the seat ..and somehow managed to get away and is on the run. After driving a huge truck in one of the busiest places in Germany. Not saying there is a conspiracy but can't fathom how all the above has happened.
