I'm not particularly in favour of the honours system, however honours and knighthoods aren't selected by the PM. The nominations go through a committee (independent representatives for Arts, Sports etc) and a list is produced independent of government. The committee members review these and decide who should be offered the award. The PM's role is merely to submit this information to the monarch.

The Queens current role is simply to dish out the relevant awards. She could make an individual recommendation for gallantry is she wished, however I'm sure even these awards are likely to be predetermined, with the Queen simply rubber-stamping the recommendation/s.
