The scouts are under Marwoods control, not Mancinis. Mancini says what he wants Marwood instructs the scouts. But at the end of the day all reports go back to Mancini and he makes the decision.

That understanding is incorrect. Mancini will pick players he wants, Marwood may have a veto for various reasons be it cost/politics/commercial ect ect however Marwood will not buy a player that Mancini doesn't want. Beleieve it or not all departments have a limited budget at City even in spite of our owners wealth. The club will usually find the budget for a project if it is agreed will significantly imrove the overall project and obviously player recruitment gets a lions share or the money.
Did you know that 2 million pounds was spent on facility improvments within the stadium last season

Thanks for clearing this up Pearce_out. I think this is a good idea as mancini does not know the prem that well and marwood basically does and will understand the type of player that would suit the league on the discription that mancini gives him.
As has been in the past with previous managers who went and bought all sorts of players wgo just did not cut it in the premiership.
I honestly believe that this will help us bring in players that will fit in and not become a waste of money. Just think of the money saved if this was in place under keegan.

I really like the idea of continuity in key positions regardless of the manager, so long as people are accountable for the areas they are responsible for I can see it working.
I don't think many British managers are that prepared to work under that system, but I can see it working.

Pearce_out has put the Marwood thing perfectly clearly and hopefully the OP in his place. A football manager these days has neither the time nor inclination to get involved with players contracts. They are far too complicated with things such as image rights etc for him to contemplate. Makes so much sense to have this burden taken off him so he can concentrate on what he is there for - putting a winning team out on the pitch.

Nobody on here is privy to the machinations and dynamics of City's inner sanctum ,so why speculate and spout shit on an internet forum ?
For all you know he might be revered and thought very highly of whilst working tirelessly to move us forward .
For a start it seems to be him who brokered the Jinky Johnson deal and as a result we now have a potential world beater for next to fuck-all .
