If every single decision was the correct one they would have no control at all, I genuinely think they want a certain amount to keep the product palatable for the tv companies and their customers as that is who the product is being sold to.
They could easily automate time keeping for example, eradicating timewasting by means of a play stops clock stops policy using a match clock. It would even give the refs less to think about during the game.
Will they relinquish the control they have over added time in favour of something fairer though, if not then why not?
Everything they do needs making more transparent for the good of the on pitch game.
