There's a little extra money around and Hammond has chosen to blow it on tax cuts and NHS instead of deficit reduction ( the Tory holy grail) which was supposed to be eliminated by 2015 and now has been put back to end of 2030s.
Shit for most everything else and austerity is definitely not over particularly for the less well off.
