What I don't understand is why haven't the player care officers or whatever they are called seemingly not doing much?

Surely they can tell him if you want to go anywhere ring this number and the club will organise a cab or something.

Unless he is playing away and doesn't want it getting out.

He probably just likes driving, and with the kind of money to own any car you want, who wouldn't? His downfall is not following the law. It smacks of arrogance too as he probably has the mindset of being able to repair any damage caused should he crash by flashing money about, which is all well and good until the kind of accident happens where money can't help at all. He's stupid.
