I'm pretty sure it doesn't matter where the initial contact was - if the foul is still occurring by the time they're in the box (and it was), it should be a penalty.
You're mistaken mate. It's where the initial offence takes place......
See Law 12 in the "Interpretation of the Laws of the Game and Guidelines for Referees" on p.112 of "FIFA Laws of the Game";
"If a defender starts holding an attacker outside the penalty area and continues holding him inside the penalty area, the referee must award a penalty kick".
However, the Premier League edition does have a the following footnote - "except if the attacker is a Manchester City player", so I think Foy got it spot on.
