Liverpool's situation is slightly more complicated than that. They have been somewhat lucky as they would almost certainly have failed FFP on their last 2 financial year's results. They had losses close to £100m and shouldn't have been able to offset their 2011/12 wages as they incurred a bigger loss in 2013 than they did in 2012.

However they have apparently been assessed and my understanding is that any team in their position that did fail, have to submit the next set of accounts next month.

They'll still be over the limit I'd imagine, assuming they broke even in 2014. However they can then look at using the 2011/12 wages.

The key question will be whether they need to show an improvement over 3 seasons (which they can't) or just over 2 seasons (which I expect they will). If the latter then they'll still have failed, strictly speaking, but won't be sanctioned.

One of the reasons I believe for Citys failure was Ueafa not allowing them to offset wages from players signed pre FFP being setup (i.e. Barry, Lescott, Tevez etc - the first 2 of course still City players last season)

Arsenals' figures show they are only just in the black i.e. £ 4.7 million before tax up to May 2014 (for a season that got them to the FA Cup final and the last 16 of CL and 4th in the PL) ,and when the stadium payments I believe were no longer an issue for then, and of course when they already charge more than anyone else for season tickets and matchday tickets and thus may be limited in a further significant price hike..

Since then they have spent £ 46 million net on players this summer. They, like all clubs had an increased TV revenue for last season of £ 92 million up from from £ 57 million the year before (increase of £ 35 million) and this will likely increase further by next May.

However I expect their wage bill to be a bit higher (Sanchez added for example amongst others (including a new contract for the Manager - Mr Whinger) despite a few fringe players leaving and Vermaalen). Thus their results for next May will be interesting even if they match last 16 CL, FA Cup win and 4th in the League again and say get an extra £ 10 - 15 million from TV revenue, as they need to make up that extra £ 46 million net spend for Sanchez, Chambers and Wellbeck.

The great responsible and frugal club that is Arsenal operating close to the fringes of loss ! Dear Dear , tut tut !

Man City manager Manuel Pellegrini blasts UEFA over £49million Financial Fair Play fine

The Blues were fined for breaking FFP regulations but Pellegrini reckons that UEFA should be punishing clubs who are in debt instead

Pellegrini last week launched a broadside over the seeding system for the Champions League after City were drawn to face Bayern Munich, Roma and CSKA Moscow.

Now he has opened fire again at UEFA’s decision to fine City £49million and limit their spending on transfers and wages as punishment for breaking FFP regulations.

Pellegrini said: “I do not understand. This is a club that does not have a debt of even £1. Clubs that do not pay debts must be punished. But City is not one of those clubs.”

Is there still an issue we might not comply? We must have easily recouped £20m+ in transfer/loan fees this summer, or am I wrong!!

Sorry mate - I was amazed I got a link up.
It's basically saying the dippers look like they'll be having Champs League money withheld for breaching the rules. With it being the Times, I'm hoping their facts are correct.

Iirc The Times chief football writer is a Liverpool fan.
