I wouldn't read too much into that. It is standard business practice to plan for future scenarios and have agreements in place to cover events that may happen in the future. For the unitiated they are called Business Continuity Plans.
Does not necessarily mean Hughes is on his way, just City looking at what options they have if the worst case scenario occurs.

His agent claims he has spoken to Gary Cook.

The determination of some fans to get rid of Hughes is making me feel sorry for him.

He would be a massive improvement over Hughes, although i would rather have a manager that was at least 10 years younger.
