The final is staged at a venue selected and approved by UEFA the tournament organisers. I agree City should have an input to the arrangements but do they actually have that right or have you (and others) made it up?
I don't believe City are blameless and the silence from the club implies they don't give a shit about those who travelled, but did they ever have an input?
They have a duty of care but I don’t know how much input or influence they have on the logistical plans for a final. That’s the crux.

But where does this "duty of care" come from? There could be something in UEFA regulations stating UEFA will confirm the venues are up to standard and clubs have to accept UEFA risk assessments.
IIRC tickets were sold by UEFA not by City; does that negate City's duty of care?
The venue was known in advance and representatives of all clubs in the knock-out stage (or at least the last eight) should have been flown out to carry out their own risk assessments and give their comments. But that is only my opinion. It is also my opinion that the game would have been staged at the inappropriate Ataturk Stadium whatever the clubs said.

These are all good points mate. I guess to stop these problems occurring every year, clubs moral responsibility to fans needs to be codified. We agree that clubs should be performing due diligence over uefa arrangements yet neither of us know what shape that responsibility takes just now. That was at the heart of my point. It needs to be codified into some kind of formal agreement with UEFA and get the PL involved to ensure the plans that affect fans are seen by the right fan groups as well.
UEFA cannot be trusted to keep fans safe. Recent history has only confirmed what we already knew.

In regards to your second point, we questioned why they hadn’t made a statement at our last meeting given that it had been quite some time since I published the report. Their view was that they didn’t want to issue anything until they had engaged with UEFA (I disagree, but anyway). On a similar note, I have a meeting with UEFA and the club this week.

As I mentioned a few weeks ago, I tried to get in touch with all Manchester MPs (and others thanks to some on Bluemoon). Despite some frustrating responses, I’ve had encouragement from Jeff Smith, Mike Kane and Lucy Powell - although it is annoying the latter has lost her shadow sports brief.

I think what I am struggling with, and we’ll see where the UEFA meeting goes, is proper action beyond these initial steps.
Alex, any chance of an update even if it's just to confirm when the meeting took place and the planned next step or steps?
 
I see the club have shafted the fans again with the derby allocation with only around 1200 tickets available at 10 that's around 40% of available tickets.

Seriously! 1200 tickets? Is that confirmed or just a rumour.
