That's just the modern world we live in regarding media, they're all desperate to be the 'first' out there with the news. If you google a breaking news story you'll find multiple sites running a word for word identical article just to try and be at the forefront. The opportunities for putting out misinformation is quite scary nowadays.

yep, might have come from the council - no harm really, as i say just raised expectation with a few blues

It was hardly a leak, all that happened was people reported on the outcome of the planning meeting. Nothing to see - move on.
 
Maybe best of both worlds is start phase 1 this close season, build it during the season, fitting out during 2015 close season - and start the north end during that close season. Saves having to work round two lots of construction work during the season but means you save on keeping all the cabins, concrete pouring tanks, materials store on site rather than taking them away and bringing them back for phase 2.

We have the Rugby World Cup game in Oct 2015, can't see us developing the North Stand until that's past.

Maybe so, however, work on the North Stand can begin without affecting the match day capacity that will be circa 54k by then.

The reality is that 47k is too small and we don't yet have the number of fans to fill a 60k stadium on a regularly basis.

I agree with people who say the staged expansion gives us the best of both worlds.
 
Here's the schedule of works from the Logistics plan

Phase 1 – Enabling works
 Site establishment, including removal of fencing to the rear of the South Stand and removal of 2no. trees to allow access.
 Undergrounds services relocations (from foot print of new stands subject to separate planning application).
Phase 2 – Substructure works
 Sub structure works (piling and foundations externally and internally) ---------------------------------------------------------------------------------------------------------------------------------------
Phase 3 – Advanced works (close season)
 Deconstruction of legends lounge and other works at box level
 Temporary propping and jacking to allow cutting back of existing roof
 New Steelwork and concrete slab up to level one to form a protected route for the public
 Installation of front row of columns for the new tier
 Erection of the Tower Cranes
 Relocation of pitch side services ready for additional seating
Phase 4 – Main Construction works
 Super structure – New structural steel frame and metal decking slabs
 Ground floor slab including drainage and service ducts
 Inner bowl precast terracing
 Roofing structure and coverings
 External envelope
 MEP installations
 Internal fit out
 Adjustment to the rear of the existing terrace
 Formation of additional rows of seating pitch side External works
Phase 5 - Completion works (Final close season)
 Closed season works (existing roof removal and terrace completion)
 Testing and Commissioning
