I thought that was odd too. It could mean that a charge was made by a third party and that the FA was unable to prove said charge. Semantics I know but it makes a sort of sense to me at least.

But "not proven" also implies that the FA couldn't fully refute the charge either which is weird seeing as the FA are supposed to be sole judge of whether players have been correctly registered for FA competitions.

Yep, and how can a registration, which by default is a yes/no fact, be anything other than conclusively established? The player either is or is not registered for a competition, there can't be a middle ground as far as I can see. Weird.
