Not so. It's still part of British Indian Ocean Territory which is still entirely a British possession. Nobody lives there now and the place is administered by a few pen pushers in the Foreign & Commonwealth Office. The UK allowed the US to build their base on Diego Garcia in exchange for a $14 million discount on Polaris. The US pays no rent or makes any other financial payments to the UK so they must be pissing themselves laughing on a regular basis.
