I might be wrong but I would assume non-essential shops would require customers to still wear masks, whereas pubs and restaurants, by their very nature, would not be able to do this. It seems sensible to me that shops can open sooner than indoor areas of pubs.
People forget the social distancing rules far more in supermarkets and shops than I observed in pubs last year (Liverpool is, of course, a law unto itself).People get drunk and forget the social distancing rules as well. It’s heartbreaking what’s happened to the hospitality industry, let’s get this reopening right so we never have to do this ever again.

But much as I'd have liked pubs open sooner, I have to agree with @KnaresboroughBlue that the difference is mask-wearing and re-opening pubs needs to be taken in steps.

Everything is levels of normality, and trying to keep too many people from taking the piss. We are off to the in-laws shortly for a roast dinner - both of them have had both jabs, me and the missus have had our first. No difference whether we have this dinner now or in 3 months or 3 years time, at some point life goes on.Pretty much everyone i know has family around today , not criticising them - just staying a fact.

I think a bigger factor in their thinking is that people don't get pissed and behave irresponsibly (as much, anyway) in shops. It’s not an EU decision, it’s down to the individual countries. Similar partial ban is in place in Canada.Here's an interesting thought. In one day, and pretty much every day, maybe a couple of hundred extra people die in France, Spain, Italy, Germany etc, compared to the UK. Something like an additional 1,000 people total.
And they still think partial bans of the AZ vaccine are justified? There's been how many blood clot deaths? 7 in the UK I think. Vs perhaps 200 or 300 fewer COVID deaths, PER DAY.

Each EU country can decide things for itself? That can’t be right.....It’s not an EU decision, it’s down to the individual countries. Similar partial ban is in place in Canada.
