Tested them first and used hotels as an intermediary.

Whose budget would it have come out of though, the NHS or Public Health/Social Care Authority? The Health and Social Care Act 2012 which split public health from the NHS and passed the responsibility to Councils, who often were pretty clueless what it meant, was likely to have hindered the overall response.

It was reported from Pakistan and Bangladesh and specialist travel agents based in the North West were selling flights to Istanbul and then on to Pakistan and Bangladesh advising people to use their UK passport for that journey and their other passport to/back to the subcontinent.
The story was in March or April.
It was certainly on Radio 5L.
