Just wondering how this might work. I mean do they stop someone boarding the flight in the UK? Based upon what?

"Have you been to the EU in the last 2 weeks"

Answer (from American wanting to go home and who's just arrived from Italy) "No".

Or does someone turn up at JFK and then get put back on the return plane? And who pays for that? Or are they put into quarantine in the US for weeks. And if so where? It's all a bit vague.

I think Americans returning home are exempt from the ban.

Brilliant report that. The bit that stood out was the following: All-cause mortality
In week 09 2020, no statistically significant excess all-cause mortality by week of death was seen overall in England. In the devolved administrations, no statistically significant excess all-cause mortality for all ages was observed in Wales and Northern Ireland in week 09 and for Scotland in week 07 2020.

This is the part of the report that should be being constantly looked at (as it undoubtedly is being). If the above gets changed to 'statistically significant excess all-cause mortality by week of death, week after week, then something will need 'to be done'. What is happening, generally speaking, is that people are forgetting that people die every day and just seeing the virus as a 'killer'. That is; 'If not for the virus, the death rate from pneumonia type illness would be nil', which is demonstrably false.
Currently, self confessed experts wanting 'something to be done' are guilty of the Politician's syllogism...
  1. 'Something' must be done
  2. Here is 'something we could be doing'
  3. Therefore, this is what we must do.

I am getting married 04/04 and starting to seriously worry it won't happen. Can anyone offer me some reassurance?
You'll be fine if you take precautions.

Makes me laugh that the USA ban all travel from Europe with the exception of the one country that appears to be doing fuck all about containing the spread of the virus.

It's not only UK. They banned only Schengen countries. So, I'm not sure if it is travel from countries or citizens from countries. If it is travel, then those who want to go there will just channel their travel through some other european country not on the ban list.

You need a ESTA to travel into, now i'm not sure what we had to declare on those but they check everything on arrival so guess you'd be questioned before being allowed entry.
