It is a succesful negotiating tactic only if it works, which it repeatedly didn't. Sometimes you have to pay extra money or you lose your targets and if you keep losing targets, results on the pitch will be affected sooner or later. The board has to be realistic, we are not Real Madrid, players look to us as an atrractive option but no more than that.
