They could do anything! But this one was not a racist thing and it's Roma's fault. CSKA have promised to strengthen controls over the fans and make a black-list of fans who have already had been caught in cases with offense like that. And those fans won't be allowed to attend ucl games. So I hope that uefa makes a deliberated and fair decision. Would be cool if there were only City fans at the stadium, but I think uefa may close doors for everybody then (not only for home fans), so I'd prefer to not to have such a risky situation.
