An article I have found from SB Nation yes I know this is a Gooners website but the FA Premier league website rules are down on my device. In answer to you CM I have read the rules have you?

The two options are a team in League One and a team in the Eredivisie – while the level of play is objectively better in Eredivisie, Arsenal may very well choose to loan the player domestically to ensure the player obtains Home Grown Player status.

In that case, last year wouldn't count either, as Celtic are in a "foreign" league also. I believe that you are wrong though

His agent sounds totally fair enough in this. I can't argue with any of those quotes. He's basically saying he's disappointed as they were told no one could come in, but its understandable that they've signed Otamendi as hes very good. But they want a solution for Denayer - its nice he admitted that City were very understanding about it. Marseille are a step above Celtic, so as long as he's happy at Marseille and the door isnt closed at City i guess personally ill accept it, despite really wanting him to be with City this year.

Be funny when he keeps Rekik out of the team won't it? :)
I too was looking forward to his contribution to the first team this year. I guess though given the opportunity to sign one of the top CB's in the world for a reasonable price, I can understand the clubs decision. Hopefully Kelechi will be given an opportunity this year.
 
I'm hoping its just talksport spouting their usual shit. Letting Denayer go on loan for a year makes sense, letting leave permanently makes no sense at all. Plus didn't he recently sign a new improved deal?

A new 5 year deal this summer
 
He should of been going on loan to a premier league team to get used to the league and show exactly how capable he is. The thing is though, with the stakes so high in the prem, and everybody having more money than ever, what team and manager would take the risk on him knowing he'll be back at City the season after if he does well? Playing in the french league is a huge step up from the spl. Even without Otamendi i was always of the opinion another loan would be more beneficial than being 4th choice. Lopes will probably be out before the window too Kelechi will get his chances with us.

Joe Hart is a good example if it working however. He had a great season at Birmingham and helped keep them up. Won young player of the season as well if I remember correctly. Then came back to us and the rest is history. Granted Everton have bigger hopes than Birmingham would have. Loans domestically are more with a view to a permanent move but it has worked for both clubs before. Maybe one of the promoted clubs, Leicester, Southampton maybe. Clubs of that ilk.
