Not really but what does worry me a bit is we dont even have any of the young players trying to get in the England squad

We don't really have any young players trying to get into the City first team.

Our Academy squads seem to be filled with excellent local lads, though.

OK, I know that excellence at Academy level does not always translate to excellence at first-team or international level, but the signs are encouraging.

If we were to somehow sign Baines for instance, as an English player who would reasonably be expected to hold a starting position in City's line-up - then who would Everton replace him with?

If there are not similarly gifted English players to play that position then it will be foreigner. It would simply be a zero sum gain. The problem isn't City not fielding enough English players; the problem is the paucity of English talent available in the league...
