This was put to bed some years ago when a much higher res image was taken by Mars Global Surveyor.

Can't be arsed to read 11 pages when it was clearly not a hoax. Why? Because people moving around on the moon and leaving stuff behind can now be checked out. And if the evidence didn't add up, someone would blow the whistle on it or some country would expose it. So apologies if what I bring to your attention has been posted already; it was easier to find it than to skim through 11 pages.

As previously answered; partly finance, partly that we don't really need to. Robotic probes and orbiters can tell us all we need to know for the time being. The discovery of water on the moon at the poles could revive interest in the moon as a staging post for manned missions to Mars, but that's way in the future. NASA's budget is nothing like it was in the 60's, when it was getting 0.5% of GDP, which is a staggering amount of money.
