I'm no cynic said:Just keep dogs on a lead in public areas. It's not cruel as extending leads will give them plenty of leeway, yet they can still be reigned in when required. As an earlier poster stated, dogs are pack animals and in need of a controller, whether that be a canine pack leader or instead, a human, yet dogs will readily accept this arrangement.
And please don't take dogs out for their exercise at the height of this heatwave. They are as likely to become even more frazzled than us in conditions like these, so please restrict walkies to early morning or late evening until the weather breaks.

That's far too sensible advice ;).
You also will have the "I am such a great owner, I can walk my dog off a lead" brigade saying that it is not needed to have them on a lead when in public.

that's from someone who obviously doesn't understand the breed

Many dogs are that good though, many German shepherds/belgian malinois don't even need training to do it, nothing will make them leave heel unless ordered to by their master.
Even if a cat was sat on a juicy platter in front of my dog if i don't give the nod he won't move.
However on walkways and paths i will have him on a lead just to settle any other people walking bye's nerves.
Many breeds need to go for a proper run, a bulldog your ok but a border collie ?

I take it from that, that you mean that there are certain dogs that no matter what will never attack? If you are saying that then you are mad.
And this is from someone who looks after these when my mate goes on holiday.
