To be honest I wouldn´t like City to be owned by the fans, not the fans on the matchday threads anyway ;-)

A less academic subject is the fact that Bayern got two sponsors as part owners, that is a can of worms if we think about it in regards to club ownerships.
What to stop ten sponsors from owning a slice each?
Would the usual 50+1 ownership vote down anything that their ten biggest sponsors suggest?

I'm not surprised. Even Peter Swales could have persuaded 2% of City fans to vote with him. In fact when you think about it, if the remaining shares are widely distributed, 49% effectively gives you overall control, by fair means or foul.

Possibly. I may be doing it a disservice. There may be other controls in place such as the one you suggested.

Don´t matter much anyway, looking at the Bundesliga clubs the guys at the top are the usual suspects.
