Is it the FA rule because of (certain!) teams not sending English players?

There were no direct flights to brazil because of the restrictions imposed on the UK.

Anyone that had been in the UK 14 days previously had to quarantine on arrival in Brazil.

Do FIFA believe they are above any law a government brings in to control it's borders?
